Xbox Series X Issue Re-downloading Dlcs (xbox Series S)

I have a feeling that this is already being investigated but I have noticed that a lot of the DLCs I already own from previous TSW games aren't available to me re-downloaded for free. They are there but I need to buy them again.

I know that xbox/microsoft is currently looking into a similar DLC issue but I don't know if this is that issue
