It would be a superb addition to TSW, the major stumbling block being who would build it? So far as we know, only Union Workshop are actively creating Japanese content and we are still waiting for their rural Tadami Line which has been in development for what, over two years now?
On top of that, the Tokyo area really needs alot of the local stock to make it feel correct, meaning alot of man hours modeling even just AI only stock.
