The Jubilee and the 8F can both carry passenger coaches, but if you make a scenario (lets say on GWE), if the train is a passenger train, the scenario will not tell you to open the doors, I assume this is because the game assumes the train has no doors? This also means that AI does not open doors, even if passenger train is ticked.

    Short & sweet …
Yeah, this is definitely an annoying issue because I only bought TSW3 for the SoS package and 90% of time I use the scenario planner to create & run custom Jubilee passenger scenarios on different routes. The issue affects created scenarios on any route for the Jubilee & 8F (passenger configurations), even on LC routes. And as the OP points out, affects both player controlled and AI controlled Jubilees & 8Fs.

    TLDR …
For example, in a Faversham to St Pancras scenario that’s created as a passenger service, the description is correct (Jubilee, 5 MK1s, 8 passenger stops etc). However, in the schedule for each station, it only shows ‘STOP AT LOCATION’ but doesn’t show ‘LOAD PASSENGERS’. While the extra 250 AP would be nice since I don’t run timetables, the real immersion downer for me is at each station stop …

I run the Jubilee with no HUD, head out watching & listening to everything (so much wonderful scenery to absorb). At each station, I enjoy the extra immersion of leaving the cab to open the doors, take a quick look around and watch the passengers board & deboard the train, and finally call ‘all aboard’ before closing the doors . But sadly, in TSW3/Jubilee created scenarios, no one wants to join or leave the PocoLoco Express ☹. But there is more (or more specifically, less in this case) …
As the OP pointed out, there is also no passenger interaction with any AI steam Jubilee & 8F passenger trains. Furthermore, the AI Jubilees hardly stop at all at any station (they just touch-and-go, to borrow a flight sim term). And I’m not quick enough to open the doors manually to board them☹. While this may not be a big deal for some, I like to create ‘ride as passenger’ scenarios with connecting AI trains, so that’s not possible with Jubilee trains☹ So instead I use the 465 for connections which is nice, but it’s not really the same as waiting on the platform for an iconic Steam train to arrive.

    Any quick fixes perhaps …
The issue only seems to affect the Jubilee & 8F trains because other trains (e.g. 465) run correctly as passenger services in created scenarios on different routes for player-controlled & AI trains. I’m guessing the scenario planner is perhaps incorrectly classifying the Jubilee & 8F (passenger configurations) as freight trains. However, no problem in timetable mode on LC and SEHS routes; the Jubilees run correctly as passenger trains, both player controlled & AI trains (STOP, LOAD, PASSENGERS off, except no passenger ever seems to board the Jubilee – perhaps a separate issue?). But in any case, since its already working ok in the timetables, then TSW3 is already programmed to support it, so I’m hoping there is a quick data fix via a simple .ini setting for the scenario planner, perhaps someone knows (?) how to set a flag on the Jubilee & 8F passenger configurations, so they operate correctly in created scenarios. I run on PC using steam (no pun intended).

    Bottom line …
The Jubilee & 8F are prominently featured in TSW3 bundles, and steam locos (IMHO) are a unique & fun way to bring new players (like myself) into the game. It would be a shame not to allow us all to experience the full nostalgia of that pioneering train era albeit in back to the future mode. Who knows, when the issue is resolved, we may even buy another route or three to extend our steam adventures (ready for when some other steam friendly routes are next offered on sale in bundle packs)

So any advice, tips or workarounds from DTG or any TSW pros who know possible tweaks, would be greatly appreciated.
