PS5 Jubilee Loco Aws Does Nothing?

I have just bought the Cornwall railtours add-on, the steam loco bundle in black livery, but despite the aws not being isolated, it does nothing?

The sunflower stays on the whole time and doesn't alert when approaching a yellow or red

Is there something I've missed?
