It has to do with the weight of the train. The ICE 3 is lighter and more subject to cross winds on the long bridges. Therefore, the speed is restricted.

    Hello Indeg,
Quite simply because it is like this, it is the operating conditions and the difference in weight of the two vehicles as well as the gusts of wind which can cause accidents at such speeds. All this is clearly explained during the release of TSW3 on the YouTube page and other forums like this one which I invite you to consult for more information on this superb game!!!
    So: DB 401 280 klm/h maximum but most often at 250 klm/h
    : DB 403 230 klm/h if I remember correctly
but you will easily find what you are looking for on this same forum, sometimes you just need to look in the right place
    Kind regards, tof

It's because ICE3 uses a WB, a Wirbelstrombremse (Eddy current brake), which is only allowed for regular use on new routes. (KRM, VDE8, S21...)
Without that brake it doesn't have the brake power it'd need to be allowed higher speeds, so on most routes there's a 250km/h limit for the ICE3, on a few routes (where the WB isn't even allowed for emergency braking) even 200km/h.

NBS Stuttgart-Ulm is missing since the map is from 2020, but this shows routes where the WB can be used in regular operations in green, routes where it's allowed for emergency braking in red (=vmax 250km/h) and everything else in blue (=vmax 200km/h, usually lower though as most of these aren't high speed lines anyway).

Taken from this official report from 2020, examining what's necessary for more widespread use of Wirbelstrombremsen.
