The LGV Rhône Alpes is the extension of the LGV Méditerranée which begins after Avignon to Lyon (Lyon Saint Exupéry TGV station) With the Valence station between Avignon and Lyon. This part is 115km long. It would be more realistic for this extension to exist because many TGVs have a Lyon-Marseille timetable. Old TGV trains also run on this line: TGV Réseaux, in carmillon livery.
Yes, I think it's logical to introduce this route after Marseille-Avignon. However, I don't think it can be merged directly with the previous map. Much more likely that a separate map will be created; maybe with the introduction of the Réseau and Réseau Duplex as rolling stock.
