The TSW4 FAQ says that the light bar and speakers will be implemented for PS5 controllers (in addition to haptics for any console / PC controller).

Will the light bar and speakers also be implemented for PS4 controllers (which I believe also have light bars and speakers)?

I believe so, yes. JD mentioned in the stream that he owns a PS4 if I didn't mishear it so that means that this should also work on PS4 controllers.

Kinda sad though that the lighting function isn't built in the PC version too, and with that I mean the RGB keyboards and mouse. but that's probably hard to code through though

It wouldn't surprise me if there was a PC mod released to add that ability to interact with lighting on keyboards etc.
Of course you could always just pair a ps5 controller with a PC and you get the light and sound effects (I would hope).

Yeah that would be really neat. Imagine the whole keyboard flashing red at you when getting tripped by PZB.
I know that ETS2 has Synapse support, and there are mods that add support to other games as well.

Hi, I can confirm that light bar/speaker feedback will be available on PS4 (Dualshock 4) and PS5 (Dual Sense). Have updated the Train Sim World 4 FAQ to match.
