Lights Problem At First Scenario

IS anyone else having the problem of the danger lights in the first scenario 5P17 using the HSTnot changing and when you approach them and pass it fails you. I have sat for nearly half an hour and the lights never changed.

 

There are some manual switches in the yard you need to move in order to set the correct path for yourself.

You can either do that by getting out and manually moving them or by opening the map and doing it from in there.

I can't figure out for the life of me which switch to activate, so I keep getting dinged at the first light for SPAD as well.
