Little Gem On Sherman Hill

I found this little gem in the Something Old Something New scenario:

 

Where was this? I have run that scenario and don't remember seeing this.

 

I've seen similar but in my case one of the boxcars was totally upright at a 90 degree angle. I assumed it was meant to represent something that was there in real life like an upright container etc.... but obviously not.
