Creator's Club excludes the BR 403 and 406 ICE 3s because of the license deal with DB. Basically, DB has trademarked its flagship train and won't allow it to appear in an unofficial livery, even user-created. However, if you are on PC you can work around it.
You can go on the train sim community website to download reskins. They might need other downloads but for the most part, you just put the file in your dlc folder and use it. Or use LD if you're up for the challenge

There are two kinds of alt-liveries for TSW, and they are handled differently. The older kind is the .pak type: these you just drop in the DLC folder. The problem with these is that a.pak livery completely replaces the default livery on every iteration of the train. So .pak liveries are no longer favored, except in cases where one wants a complete replacement with no variety (for example, the correct VVRR livery on 422s in RRO and HRR). On trainsimcommunity.com .pak liveries are posted under the “legacy reskins” heading. The newer type of livery, the .liv type, was introduced with Livery Designer. The huge advantage to this type is that it spawns in randomly, giving your TSW experience more life and realism. The only drawback to them is that they have to be installed with the Livery Manager freeware utility. This us why the ones you’ve downloaded aren’t showing up. your Livery is AMAZING, I downloaded it and unzipped it to DLC folder but under what route should I look for it ? Cant find it I also downloaded the LM3 and I don't know how to use it and I think it's too much work I was hoping for copy past thing many thanks
Unfortunately, .liv2 files can only be installed using LM. It isn't really that much work. Install it, and create a folder to hold your livery files (it can go anywhere on your drive you like). Open LM, input (or browse to) the addresses for your livery folder and the TSW3 game app. After that, it's a point-and-click import process. Better yet, liveries you import this way are available in Livery Designer to edit, or just to see how the artist did them. Once you do this, my Rheingold should be available to select (under the "personal" tab) in Köln-Aachen (the only route in TSW where the ICE 3M runs).
Tbf, a lot of the recent .pak liveries being released are separate liveries that don’t overwrite the originals, and those are miles better than livery designer ones tbh
Well, there are very complex .pak files like the new (excellent) BR 101 package, which go far beyond altering the skin bitmap to in effect adding new locomotives to the route. But that's way beyond my ability to pull off.
I used to see/used ICE 3 and ICE 1 liveries on CC until not too long ago, they “coincidentally” were recreations of the exact two that came out in the latest dlc. I’m sure they was a Bueno or Nestle ICE 1 or something like that I kept seeing not too long ago though last I checked they’re not their now.
