   Simply put, the regular "Set the throttle to off" to start coasting instruction never registers as completed, so the tutorial can't proceed. (Yes, I know how to drive the train, but I like collecting gold stars)

   just keep driving after the tunnel and use power go to off a few times
   it triggered someway afterwards here
