    Hi

When using the TSW3 german route (the long one which launched with TSW3) for some reason the LZB randomly seems to not go above 200kph (experienced in both ICE1 and 3). Only way around it I can find is to stop the train and turn LZB off and back on again. There seems to be no consistency between when it happens (I'm only using journey mode for now). It can change by also restarting the journey

And yes AFB is active up to 330kph. (press 9 then 6 on the left MFD)

The way I set up the cab is the same every time.
    Set direction
    Release the doors
    Activate LZB,PZB and Sifa
Activate AFB and set up for speed released
Move AFB controller to either 330KPH or PZB speed restriction speed

Am I missing something, such as doing it in the wrong order?

No you are doing it fine. LZB will reduce the speed to 200kph if it is too windy to go 250kph. However, this (apparently) is not properly simulated in TSW3, because... Actually I can't remember why now, it has been an issue since the launch.

Basically, try the service again. If you are unlucky, then you will be kept at 200kph, otherwise you can go faster.

The timetable does allow for 200kph operation though; you can stay at 200kph for the entire run and still reach the next station early! So it is clearly an intentional feature.
