All right, this is an oddity with the ICE 3 in Kassel-Würzburg. Every other ICE in the game- including the 401 on the same route- sounds the LZB speed reduction warning at 14km, LZB's "detection" range. But this iteration of the 403 only does it at 10 km, the start of the gauge countdown.
