Despite multiple apparent changes in line speed, the HUD speed limit remains set at 55 km/h making the scenario a very leisurely and very tedious drive.
It's not a bug. The beginning text tells you that you will travel at a reduced speed so the passengers can enjoy the castles. You get to go fast at the end. The whole scenario should take around 40 minutes which isn't long at all
