Unfortunately, the route I want to build does not have LIDAR data available for the area in which it runs (or rather, there is LIDAR data, but it's not publicly available in downloadable form, only as an online map). Are there any tutorials on how to make routes with lower-resolution height maps as you would with TSC?
If you follow the tutorials as far as creating tiles using the lower resolution SRTM file that should give you an approximate landscape for building a route. (You would simply miss out all the steps for downloading and converting the LiDAR data and applying it to your tiles.)
Yes that’s certainly how I’ve been doing it and it works fine. I have some tiles off in the distance, a fair way from my tracks, which only have the low res data. Using the “Stitch adjacent tiles” option by right clicking on a tile helps tidy up the joins between tiles so there are no gaps or overlaps.
If you have a lower-resolution heightmap other than SRTM, you need to upscale it to 1 meter resolution in order to import properly. If you are working with just SRTM, you don't need to worry about anything. Just import the tiles and completely skip the LIDAR part.
