Manage Game Content Not Working

On PS5, you’re able to add and remove add-ons without going into the game. That worked fine on TSW3. On TSW4, though, it’s only showing the ones downloaded but not everything I own. I have to go into the store to get my add-ons I already own. Am I the only one who sees this?
