PlayStation Mastery On Lubeck Not Working

The mastery challenges on hamburg-lubeck is not working because online its says tier 0 complete and in game the mastery challenge for 182 is working but for db br 112 in tier 1 it is not because it says timetable services complete 4/1 and it not rewarding me for doing the challenge because the bar is not full.
