I have only recently discovered Mastery, so don't really pay much attention to it, but during the 12 days of Christmas Mastery, I found that the achievements only completed if I did the task, check Mastery, quit the game, load the game, and check Mastery again. If that doesn't work then it must be an issue in the game.
I don't think DTG cares about Mastery. They have other issues to deal with. It's a shame, I too am stuck on 2 DLCs. And it's not progressing.
In game, I have completed all Scenarios (green ticks and gold medals) for the SEHS Extended Route, yet my DTG 'Live' account now shows that I've still to complete Lvl2 task 'A Hard Days Work' (2 scenarios at L3 or above), which is also being reflected in the game by the Lvl2 progress bar being half way. Last week everything was okay - Have I got to do them again just to get this to sync properly? It seems an awful waste of time if that's the case...
Mastery seems to be one of those things that were added for the hell of it but if there are any issues it's often on the bottom of priorities. For instance, I've been unable to unlock Trainspotters on SoS, the Steam engine being unloaded on WSR and the 483 at the depot on Isle of Wight 2022 despite having completed the tasks to unlock them.

Mastery ingame is totally off, the one on the DTG website seems up2date Still, can't activate any but one of those Mastery Rewards at the moment even though I have a lot of those masteries finished.
