I don't think the C stock will be added because if the Bakerloo line is set to 2020 modern day then it wouldn't make sense to put the route in 2013-2016 to add a train that no longer runs on the network. I suspect that future underground lines will be set in modern day (the year the line is made) 2021-2022 and beyond to keep with the modern time period
