Currently, selecting liveries (Especially on scenarios or timetable services) is very limited- for example, on SEHS I can only select a custom livery for the first 465 of 2 in the consist. The scenario planner is marginally better for this as it allows you to select one livery per type of train, however this means that for loco-hauled trains you can only select one livery per type of wagon. What I would propose is a menu that allows you to select a livery for each unit/loco and wagon, with the default being its official livery.
