So I do not have an Xbox. I play on my mobile via Game Pass' cloud. I have purchased LIRR, the M3 and Rush Hour and it let me play with no issues. Still can. So I purchased Harlem Line. Doesn't show when I play on the cloud. The store says I purchased it. I can still play the DLC I already brought on the cloud. But not Harlem line.
You will need to contact Xbox support. Could be a delay because it's a new add-on and hasn't been installed on the cloud hardware.
