PS4 Nec New York- Nj Transit Service 3961 Can Not Be Done

This service cannot be started as the Amtrak NEC train on New York Penn Platform 11 is incorrectly positioned, blocking my egress from Platform 10.
This issue prevents the unlocking of the final journey chapter for the route.
