Close the game down via the Guide and relaunch it, that should "pop" any unlocked achievements, works for me at least, using the training and tutorial achievements for daily Game Pass quests. However, you may be correct in that achievements such as "Drive any locomotive for X miles" might not be tracking. Hope this helps!
