PS5 No Passengers Spawning On 'three Point Turn' Scenario (glossop Line)

During the aforementioned scenario no passengers spawn in at all on the platforms or in the train.

Also as a bonus at the end of the scenario I saw this guy who appears to have been badly injured lol
