First I cant think of anywhere else to put this so I put it here.

With the introduction of off the rails in Tsw2 do we really still need to own a route to buy a locomotive?

For example I would love to own the class 20 however I don't own Tees valley and not got any plans to buy it, therefore that would make the locomotive cost £37 as the train included in Tees valley I already own from other routes.

The same thing came up recently with the roadmap and announcement of the 101 being on HRR, some people dont own that route yet want the unit.

I was just wondering why we can't move away from tying units to routes?

In the past and present train DLCs used assets from the DLCs they were for, which is why they're required for the trains to function. One of DTG's aims is to move away from this and be able to use trains without their route, like in Train Simulator, so hopefully in the coming months and years this will be the way DLC is released.
