It would then branch at Sande, going to Wilhelmshaven Hbf (including the JadeWeserPort branch) and Esens. The route would include regional services, as well as freight services to industries such as coal power plants (Kraftwerk Wilhelmshaven) and oil piers (Kraftwerk Wilhelmshaven and HES Wilhelmshaven Tank Terminal). I think the best option for the era would be 2015. This would be after double-tracking was completed (giving the route a more busy feel) but before electrification, avoiding the generic feel of electrified lines that use the same trains. NordWestBahn is now the primary operator using the BR 648. JadeWeserPort is completed and you could do shunting there. There would also be a new station, Oldenburg-Wechloy. The second best option would be 2008 - the same era as Bremen - Oldenburg. This would allow you to drive the same services using route hopping. In this era the line was single-track with passing loops. DB was the primary operator with the BR 218 hauling n-Wagens and Dostos. JadeWeserPort would still be under construction.
