I believe there already simulated in tsw. It's just that some modern uk trains control the power on it's own
Only for 3rd rail. Overhead neutral section simulation is not modeled or simulated in tsw. I read that arosa line had it modeled, but doesn't really do anything I believe.

Unfortunately I believe it was stated in a Birmingham Cross-City stream that there was a neutral section on there but it wasn't modelled, so I'm hoping that it gets added at some point, but I'm not holding my breath
