This is how I have level crossing signals working in my sandbox.
I'm using assets from the Antelope Valley route.

AntelopeValley Content > RailNetwork > LevelCrossings

    1. Put your editor in Network Edit/Select mode.
    2. Drag the Level Crossing Link Default blueprint to the center of the track where you want to center the level crossing.

Next: AntelopeValley Content > RailNetwork > LevelCrossings > Blueprints

    3. Select a signal style you like and drag them into the route. They can be moved and rotated as desired.

    4. Change the network editor tool from Select mode to Attach Linkable Object to the Track mode.
    5. Click on the red marker of the BP placed in the center of the track in step 1 above.
    6. A Link Gizmo will appear between the rails.
    7. Click to place it (I just leave it centered where it first appears) and it will display a thin purple outline.

You should now be ready to test.

This has worked for me, but I'm sure there's more to it. Just thought I would share what I have figured out.
