I've never had these ticked, the Steam Overlay is intended to see chats and friends listing whilst you're playing a game, etc, etc. As to whether it affects any computer performance might be neglible, I rarely play online as I don't want to be interrupted by something going on in the background.

The SteamVR is Virtual Reality, if you don't have a headset then this feature is not really applicable to anyone.

I'm a big advocate of trying something yourself - it's always better to evaluate on a case by case basis when working with PC's as the system architecture and/or software can vary widely and impact performance in many different ways.

Then report back to forums so you can help someone else struggling with the same issue.

Or you could just ask on a forum to see if someone else will work it all out for you.
