If you've purchased SPG ( CSX:HH ) for TSW3 then it should show up by-default in your library... Nothing should be stopping you, no need to add anything ! What's specifically the problem ? ( Consider using screenshots to elaborate )
I think what the OP is saying is that they had the Original TSW Heavy Haul (The first version prior to TSW 2020). They have since bought TSW3 and think they should be able to install Sand Patch Grade for free? I‘m not sure if there is any entitlement when switching directly from Heavy Haul. But if they think something is missing that they are entitled to, it maybe better to raise a support ticket. (Link at the top orf the page when browsing on PC)
You can buy a TSW2 Steam Key for ~10 bucks and you get SPG, SKA and BKL. Although I own TSW2 and TSW3 (plus almost every DLC) in the MS Store, I got one of those just to see how TSW2 plays on the Steam Deck

CSXHH was updated for free twice to become TSW and eventually TSW2020 with SPG being one of the core routes each time. As long as OP owned CSXHH on the same platform and using the same account he purchased TSW3 on; there should be no reason he shouldn't be entitled to SPG on TSW3
