You can't since Rush Hour is the name of the package.

"Rush Hour" is just the name of a route colelction, since the three routes contained in it are commuter routes, which feature an increased number of passengers* and a (generally) busier timetable, both of which are route specific (and I think the passengers have been ported to the base game routes anyway). Therefore there is no "rush hour mode" and "normal mode".

*Note that as of right now, London-Brighton doesn't use the increased number of passengers, due to performance issues on that route.

If you but the TSW2 Rush Hour Deluxe Edition, you'll get six routes:
    • Sand Patch Grade (USA heavy freight)
    • Koln - Aachen (German high speed)
    • Bakerloo Line (London Underground)
    • Boston - Providence (USA passenger; officially called "Boston Sprinter" in game)
    • Reisa - Dresden (East German commuter and regional line; officially called "Nahverkehr Dresden" in game)
    • London - Brighton (UK commuter and regional line; officially called "London Commuter" in game)
