Operating 9P46 from Rainham to Luton/Dartford, on the full timetable, I notice that after Strood there's a drop off in passing AI. At Swanscombe, I look at the PIS on the other platform, and it shows a number of late trains. Immediately west of the station there is a 465 stopped at a red, with no clear obstruction, and for the rest of the journey, a queue of trains stopped at each signal.
Try spawning in on foot at Swanscombe at the time you saw the red with a networker. If there is no red, it’s a service issue, if there is with a networker being held, there’ll be a bigger issue
