That's because true coupling procedures is not implemented. It only does like physical coupling instead of also doing electronic coupling and whatever that is. That's what I remember reading
rennekton is correct. This issue was present in TSW2, and I am quite surprised that it wasn't fixed in TSW3, given the new timetable. Hopefully it will be fixed soon.
