You have to use the track rule made for narrow gauge. Use the dropdown list in the bottom left corner.

In the case of these japanese tracks, it will be the japanese track rules. Something like "JP Mainline" or similar.

That's the track type, not the track rule. The track rule drop down menu is in the bottom left.

I believe you should be able to manually set it to electrified even if you use the track rule from a japanese route that originally did not come with electric track.

But if you want to be sure, then I can recommend the Wakayama Line route, as it is an electrified route. The recent Tokyo Commuter route is also electric, but it uses different track models than the ones in your picture.

There's also the south African Worcester - Mossel Bay, KwaZulu Natal: Peitermaritzburg to Ladysmith and Outeniqua Choo Tjoe route. Do you have these as well?

Is there a way to do dual gauge tracks in this game?

    Short Answer: No

You can model dual gauge but the way the simulator renders junctions will not allow it, I have toyed with the idea of manually adding in track to the junctions to make it look like dual gauge but even then not all the pieces would animate and even then one gauge of train would not be on the tracks properly although that would probably not be that noticeable if you could overlook it.
