In order to activate the train, insert the master key, and set the reverser to neutral. You can then press the yellow 'Electric' button and then press the blue 'Pan up' button to raise the pantograph. However, given that the Azuma is not under UK power, I would imagine that unless you have selected "Off The Rails" in scenario planner, it cannot operate under the European power.
