    Why should free roam be a scenario, that doesn't make sense. On the other hand, you already can free roam on foot and board any loco you want, provided it's not moving. ^^

    All the signals would need to be off with no ai trains for that to happen.

    I mean like sand patch grade Cumberland terminal scenario in other route in the game

    Yeah so you need a reasonably sized area with manual points and no signals.
