So, I see this has the horn with high and low which seems normalish for Europe. However, there also is a whistle button. Why both a whistle and a horn? Is the whistle for stations and places you don't want to cause anyone nearby to go deaf and horn is for out on the road (like bells are used in North America) or do they just really like messing with railfans and making them think a steam engine is approaching?

Whistle is used for entering/exiting depot buildings I believe.

As L89 has said, whistles are used in and around the depot areas but some drivers like to blow the whistle at a station and then deafen everyone with the horn :)
