Idk how it works on PC but I'm assuming all you do is delete your saved data. It might be a file somewhere?
You can delete the profile file, or maybe better create a new avatar (profile). You cannot reset achievements, these are bound to the player, not to the avatar. Same for mastery, though you can create a new account. In the TSW Starters Guide you can find details about the file location.
