I had the same problem. Solved it by making a clean install of the base Rush Hour. No other DLC's. First drill down to C:\Program Files (x86)\Steam\steamapps\common\Train Sim World 2\WindowsNoEditor\TS2Prototype\Content\DLC and rename DLC folder to OldDlc. No need to download them a second time. Make sure your current Engine.ini is deleted and all MODS erased as they will no longer work. Go into Steam, select TSW and under properties deselect all DLC's except Rush Hour. Once the base game is downloaded check it's working ok. Then copy all the DLC's in the OldDlc folder back into C:\Program Files (x86)\Steam\steamapps\common\Train Sim World 2\WindowsNoEditor\TS2Prototype\Content\DLC Lastly make sure the Dlc's are reselected under Steam properties. Worked for me.
The biggest things are that it enabled them to make specific versions for next gen consoles, ie PS5, XB Series X and XB Series S. It also adds Distance Field Shadows, which basically means the shadows can go further out for minimal frame rate hit, although on some routes it doesn't seem to be going out far enough, or as far as some were expecting.
