When I create a freight train service, starting in the Hagen freight yard area or in the Wuppertal Steinbeck freight yard area, then all signals are set to red and I can't do the service. No other trains block the path or are on the same route. So it feels a bit buggy...
...both routes share Hagen Hbf and its freight yard. Also on other routes the freight yard areas are mostly inaccessible and therefore marked with red signals. But the accessible siding tracks, available in the menu bar of the scenario planner, should work.
...yesterday I also checked the freight train routes in RSN. From Finnentrop to Hagen everything works fine, but if you want to start in Hagen, then the same thing happens as in RRO: free path but a red signal.
