At the steel factory there is a three way junction, and if you want to switch it by hand you can only go straight or to the dead end, you can only switch it to the third position in the 2d map

I "ran across" that junction a couple of days ago. Actually, there are two switches involved, but both can be changed either by clicking on the 2D map or by moving their levers in the 3D world.

It is one junction there is no more lever for that junction and also in the 2d map it works as one junction

Let's just be a little more precise. There are two of these three-way switches, one leading southwest and the other immediately west of it leading northeast. The latter can be operated however you like, but the switch indicated in the OP is crippled as described. This flaw also exists in TSW 2020.
And if it has been switched to the third (right) way, you'll not be able to operate it at all in the 3D world afterwards.

But still, this doesn't mean that the other three-way switch is free of bugs. It can be operated, yes, but the rectangular indicator (not the lever!) in the 3D world doesn't move accordingly to either side.

Be as "precise" as you like, but I've been able to run this activity successfully by setting the switches on the 2D map.

Well, well, someone likes to provide inconclusive and contradictory information ...
Then just let me repeat, it's all about the 3D world, not about the 2D map!
