On Rapid Transit, the timetables don't count the number of services completed for the 2021 timetable (I don't know about the 2017 timetable, as I haven't completed any services). It still shows medals in the services screen.
I find that if you select which TT you want to use, then return back to the menu, it does appear, but in answer to the main point, this also happens on xbox
