I think it is stupid that in scenario designer that some trains don't even pick up passengers once I put the class 09 on tees valley line and it doesn't pick passengers up even when I make it a passenger service and also they need to let you choose your own weather in scenario designer because they have it in timetable mode but not scenario designer
The planner is fairly restrictive in what it can and cannot do. Hopefully future revisions will be more "open"
