Top centre, there is a panel with 5 sets of lights, three or two lights in each set, at various angles. What does each position specifically signify? I've found a general description in the NY-NH manual and elsewhere, but no specific description of each set. For example, what does this image mean?
I don't precisely know, given I hardly drove it (yet), but I drove the NEC a lot so let me try. It's based on Pennsylvania Railroad position light signaling. That's 100% sure so check wikipedia. NY-Philly has it, NY-NH only on the Hell Gate line (Penn to New Rochelle). The NJCL also includes the NY-Trenton section. Silly me just figured Wikipedia and attached the NY-Philly manual after typing it all. So just leaving it here. I wrote "is" but you can consider it "should be". 0 = none is stop (danger). 1 steady is clear at track speed. 1 flashing is clear, maximum permitted speed is 60. Usually in junctions, sometimes for curves, or check-down for a 45. 2 solo is, I assume, invalid. It should be 4 solo as on your pic. 2 + flashing 3 means "warning of diverging at 45". 2 + steady 3 means "warning of diverging at 30". 2 + flashing 4 is probably invalid. 2 + steady 4 is an edge case, many zones use double yellow as "warning of diverging at 30". 2 + flashing 5 is "warning of diverging at 20". 2 + steady 5 is "warning of diverging at 15". 3 flashing is "diverging at 45". You'd have a red above it. 3 steady is "diverging at 30". You'd have a red above it. 4 flashing is "advance warning, slow to 45". 4 steady is "warning, slow to 30". Next signal is 0 or 5. 5 flashing is "restricted to 20". 5 steady is "restricted to 15".
