Can anyone explain why that achievement didn't pop up for me, I just completed all 14 scenarios and it didn't pop for me. I'm a returning player from TSW2 that already completed the existing TSW2 versions and just completed the TSW3 exclusive ones.

I have unlocked this achievement, but I never imported a TSW2 profile in TSW3.
    Maybe you can try to play them all on a new profile. This advice is being given by DTG when people complain about achievements not popping. However, I will say this: even after playing on a brand new profile, some achievements simply do not pop for me: CRR: Clinchfield Completionist, DCZ: Moving Mountains, RSN: Valley Veteran and SMH: Wild Best (I have completed the scenarios, but the achievement did not pop);
In addition to those, HBK: From City to Coast cannot be unlocked, because completing services on this route does not advance the progress of the achievement.

CRR: Clinchfield Completionist, DCZ: Moving Mountains, RSN: Valley Veteran and SMH: Wild Best are ones I was able to complete but the Cemented Skillset achievement is also broken.

What platform do you play on?
I've re-run CRR scenarios on a fresh profile on XSX, still not popped.

Actually, the Clinchfield scenarios achievement is linked to the Cane Creek scenarios achievement as when I completed the Cane Creek scenarios, the Clinchfield one popped even though I haven't completed them yet

Is it a secret? Why not tell me what platform you're playing on?
Do you remember how you got the others you mentioned above?
I tried DCZ: Moving Mountains on two separate profiles. I am now in process of trying SMH scenarios on a fresh profile on XSX.

I'm playing this on Xbox Series X. A lot achievements work for some and not for others. Even I'm confused.

I've replayed all SMH scenarios on a new profile on XBox Series X, and the achievement popped.
    Same for DCZ!

    These remain:
CRR: Clinchfield Completionist: should I buy Cane Creek?
RSN: Valley Veteran: should I buy Rapid Transit? It's the only German route I don't own.
HBK: From City to Coast: no progress when completing services, stays at 0%
NEC BP: Patriot: cannot complete Cold as Ice, due to red light issues at the end.

Confirmed! After completing all the Cane Creek scenarios, I had both achievements pop, the CRR: Clinchfield Completionist as well as CC: Serves all the West.

    These remain:
RSN: Valley Veteran: completed all scenarios and achievement didn't pop.
HBK: From City to Coast: no progress when completing services, stays at 0%
NEC BP: Patriot: cannot complete Cold as Ice, due to red light issues at the end.

If anybody has any information on how to get these to pop, I'm all ears. Thank you!

If you have TSW2, try completing the Cold as Ice scenario there and import your profile.

Also for Valley Veteran, do you have the BR 155 and 363 locos installed?

I do not own the 155, but I do have a version of it from BRO.
I do have the 363, but not installed, because the Trunk Service scenario cannot be completed.

I was doing exactly this. As soon as I finished writing my previous reply, I thought about this, since that's how I managed to get the DRA Alleskoner achievement, although the 143 tutorial cannot be completed.

I have managed to unlock RSN: Valley Veteran like this: played Trunk Service on a brand new TSW2 profile, then imported this into TSW3, and completed the other 363 as well as the normal RSN scenarios. And it popped!
Last one I cannot unlock (from the content I own) in TSW3 is HBK: From City to Coast. Any ideas if this should work? No matter how many services I complete, the achievement remains at 0%.

Cemented Skillset and From City to Coast have been broken since TSW3 launched so it will take a while for it to be fixed.

Dresden Commuter has been broken for nearly two years and they managed to fix the BR 187 achievement.
