Xbox One Semmeringbahn Layers

I'm haven't seen (not obviously) in any article that gen 8 consoles have restricted layers on this route.

I have Linke Rheinstrecke and Blackpool branches installed but the relevant locos and services don't appear in the loco selection menu.
