Making scenarios in this game is tedious time consuming and takes so long that when your work crashes it is frustrating. To make a scenario it should have the following. Break a train service into 3 distinct things.
TRAIN SERVICE - ( SPECIFIC NAMED SERVICE OR TRAIN #.)
Within that service you have the following assigned to it
    A. - CONSIST - ( What the train is made up with , cars engines , cabooses ect. )
    B. - PATH - ( This is the specific route that this service will take over the territory along with alternate paths , such as x-overs to run around traffic or other traffic over take it.
    C. - PRIORITY - ( This.is like the Class of train. Tells the AI computer which trains to move first if a conflict occurs with another train... ie passenger before freight. )

    D. - WORK / STOPS ENROUTE - ( For the specified Path that the train is to take across the territory , a pull down menu at each “station” , yard or interlocking. , tells what the player or AI train is supposed to do at that point ... examples “ run through”. Pick up cars , cut out rear helper, station stop , terminate .

All the Above is able to be saved and selected from a pull down menu. This allows you to make different trains with different consists with different things. Each thing is “modular” allowing you to make a traffic patterns.

PATH MAKING : have the track schimatic of the Territory illustrated ina liniar fashion like that of a dispatchers pannel and you can scroll left and right ( much easier to follow and make activities.), where you can click on a marker ( coincides with the existing 2D map. With pull down menu Path start , direction , and you can select its route with mouse clicks .... then assign a service to it which already has a consist, priority, and works/ stops enroute. In short as you move across the territory each spot you click on you have a pull down menus to “plan out what the train does.”.

As you add trains and different paths , they can be overlaid on top of one another i different colors. Hav the times that each train hits each “timetable point”. This can also be used to show AI train path conflicts which always cause problems and cause a crash. Now you can plan out a local to do switching from one end of th RR to the other. And you can select if its a player train or AI train.

The Idea is to make all the elements that make up a Service modular and able to be modified. Example commuter trains take the same route all the time just at different times. This allows a user to make a scenario. With a specific TRAFFIC PATTERN. - which encompasses all the above. (FRIDAY RUSHOUR TRAFFIC PATERN ).

Well thats my take... this is my first thread on anything here so welcome for feed back from any out there as well as Technical support.

There are no scenario tools for Train Sim World.

You might be talking about the scenario tools for TS2018, in which case you're in the wrong place. You want to go to the Steam forums instead.
