I Highly agree, another Rhein route and with this one included, and adding it to SKA, HRR, RRO would be amazing!
As much as I would love to see this one, it will probably never happen as an official add on. I believe it was said that DTG tried to get a license for this specific train which was denied.
I believe they can´t get a license for RRX and that´s why it´s never happened... there are several routes in game that would need it!
DB or the blue on are a possibility but not sure where both exactly run and if we could see it rather as loco DLC or included in a new route. Maybe RRX changes their mind when they see how motivated and excited the community is for their train in the game..!?

I am absolutely not an expert, but I believe the problem with RRX is that the name is owned by several stakeholders (ie VRR, SPNV, NVV, NWL and there are more that I have forgotten). This shows the complexity for this specific license. I would assume that this will never happen. But, of course, we can always hope…
