This will apply to the British and US routes for the normal TSW3 package. For Cajon pass the locomotive will be an ATSF 4-8-4 northern with an ara of passenger cars. The order of these passenger cars doesn't really matter, we just throw them on the train. For South Eastern High Speed it will be the Jubilee (4-6-0) with an ara of mk1 and mk2 coaches. This DLC will come with a small chance of randomly spawning onto the appropriate routes (random spawn chance is about the same as seeing a Clinchfield locomotive on the SPG).

Videos below to give an idea

Sherman Hill would need the Big Boy #4014 and FEF3 #844 (which could also be run on Cajon Pass). ATSF 4-8-4 #2926 could also be used on Cajon. NKP #765 and N&W J-Class #611 could be run on the NS Horseshoe Curve route in excursion service.

When it comes to Germany you would have 2 separate steam locomotives West Germany routes these are UIC X Wagen with DB BR001 010 005. Now the East Germany routes Deutsche Reichsbahn Dresden Chemnitz Riesa Dresden and Rapid Transit Rekolok DR 01 52.80 65.10 18 201 comes with Y wagen with Rekowagen. For the steam trips these need the Dresden Altstadt yard as the end point on Riesa-Dresden and Dresden Chemnitz routes. Riesa has a water tower.
