When the loading cargo feature comes to formation designer, I hope we will be able to specify the level of fuel in a diesel locomotive/multiple unit, so we can make versions of the 'Running on Vapors' scenario for example.
I don't think that should be part of Formation Designer. It would make more sense to put that function in the dialog where you spawn a train in Free Roam or create a service in Scenario Planner.
